MOFCOM formally issued 11th Five-year Development Plan on Export of Agricultural Product on Aug 24. In order to implement spirit of Outline of the 11th Five-Year Plan for the Economic and Social Development and Outline of the 11th Five-Year Plan for Commercial Development, MOFCOM, on the basis of organizing experts to research subject and inspect on the spot, broadly collected opinions from relevant departments, industrial associations and local administrations of commerce and draw up China's first five-year development plan on export of agricultural product.
During period of 10th Five-Year, as continuous increased international competence of China's agricultural product, the export increased from US$16bln in early 10th Five-Year period to US$27.18bln in 2005, up by 70%, constituted 3.6% of China's total export value (US$762bln) in 2005 and constituted 9.6% of increasing value in agriculture in 2005. China ranked the 5th place in world trade on agricultural product(according to statistics from WTO), constituted 3.2% of world trade on agricultural product, which grew than that in early 10th Five-Year.
For a long time, export of agricultural product plays a key role in encouraging employment in rural area, increasing peasants' income, optimizing industrial structure of agriculture, improving international competence on agricultural product, promoting relevant industrial level in China and solving issues of agriculture, rural areas and farmers. Experts calculate that US$10,000 export of agricultural product may offer 20 employments. In addition, during the opening process in agriculture, China introduces great deal of foreign sort, fund, and technique and advanced managing experience, develops global-market-oriented agriculture, and forms production and export bases of predominant agricultural product.
In accordance with requirement of scientific concept of development, centering on objects of building a comfortable life (moderate prosperity) and new socialist rural area, conforming to new changes at home and abroad, meeting requirements of changing foreign trade growth pattern, the Plan puts forward general object of reaching US$38bln export on agricultural product and realizing 7% average increase by 2010, on the basis of analyzing China’s competence on agricultural product export and international trade tendency on agricultural product. It also raises to keep exerting export predominance of marine product, realizing leap-forward development in gardening product, maintaining steady increase of livestock and poultry products, striving to improve proportion of deep-processing agricultural product, forming a set of export sort and brand with international competence, building a set of industrial organizations which could fully exert self-discipline and service, fostering a set of key agricultural product export enterprises with strong international competence and encouraging power, completely improving self-control on quality and safety, and consolidating traditional markets like Japan and Korea and deeply developing new markets like ASEAN, EU, Middle East and Russia, gradually forming diversified export market structure in agricultural product.
In order to realize the general object, the Plan puts forward 6 protecting measures: 1, intensifies management on quality and safety, promotes export competence of agricultural product; 2, optimizes structure of export commodity, implements brand strategy; 3, strengthens services on training and information, carries out agricultural product export plan; 4, enhances construction of industrial system, improves degree of systematism on agricultural product export; 5, innovates policy and supporting system on expanding agricultural product export; 6, enlarges strength of foreign affairs, creates favorable international environment.
The Plan is a significant document guiding China's agricultural product export in 11th Five-Year that it comprehensively analyzes issues on China's agricultural product export development in history, current situation, competence and existence, and puts forward developing plan in the next 5 years, combining with international trade tendency on agricultural product. It plays an important role in improving competence of agricultural product export, encouraging sustainable development of agricultural product export, improving opening level of China's agriculture, promoting solution of issues on agriculture, rural areas and farmers, serving for construction of new socialist rural area and completely building a comfortable life.
